Rest area "Baltupis" is located in the Šventoji landscape reserve in the Anykščiai region, next to the Šventoji water tourism route. In the Anykščiai tourism publication, it is indicated as a recreation area of the Anykščiai forest management, and in the plan of national water tourism routes it is mentioned as a state campsite at the 117th kilometer of the route. This is more of a simple stopover for water tourists and hikers than a full-service campground, so it's worth checking access, local signs, permitted campfires, and the actual state of the infrastructure before planning an overnight stay.
