This monument in Kelmė honors Vladas Putvinskis-Pūtvis, founder and first head of the Lithuanian Riflemen's Union, and was raised to mark the 30th anniversary of the organization's restoration. It was designed by architect Stasys Pūtvis, Putvinskis's grandson. Putvinskis established the union in 1919 and chaired it until 1922, and was awarded the Order of Vytautas the Great, 2nd class, in 1928 for his contribution to Lithuania's independence.
