This is Panevėžys's Kultūros ir poilsio parkas (Culture and Leisure Park) on the Nevėžis riverbank. An EU-funded modernisation from 2017 to 2019, costing about €3.67 million, added 4 km of pedestrian and cycling paths, a roughly 4,800 m² children's play area with about 70 play structures, sports courts, a dog park, an amphitheatre, and riverside observation decks and picnic areas.
