A 15-metre wooden tower rises at the start of Haapsalu's seaside promenade, overlooking Tagalahe bay near Africa Beach. It draws crowds of swans and ducks in late April and early May as the bay's ice breaks up, and hosts migrating cranes and geese in autumn. An information stand beside the tower describes the bay's birdlife, and in a nationwide comparison of Estonian bird towers it ranked among the most species-rich, with 79 species recorded.
